Pha Chia is change agent committed to advancing racial and intersectional equity across communities. She believes strongly in cross-cultural and multi-sector partnerships to dismantle systemic inequities in wealth, education, and health.
Pha Chia has over ten years of experience working for community-based organizations such as Neighborhood House, Lutheran Social Service of MN, Project for Pride in Living Inc., and Minneapolis Community & Technical College. Her leadership focuses on strategic partnerships, workforce development, wealth building initiatives, and equity capacity. Born in a refugee camp and being first generation Hmong American, she combines lived experience, cultural wisdom, and interdisciplinary skills for equitable systems change.
Pha Chia is the first in her family to attend college and holds a M.A. in Public Policy & Leadership from the University of St. Thomas and a B.A. in Cultural Anthropology and Sociology from the University of Minnesota. Recently, Pha Chia chaired Independent School District 196’s Equity Advisory Committee to embed racial and education equity praxis and policy into the district’s core operations. Along with her spouse, Vayong Moua, she enjoys raising Ishii (6-yr old in ISD 196) and Ishua (2-yr old boss of the house) to be justice and culturally rooted Hmong girls.
